The Borough Brief: 01/22/2026

Dear Mendham Neighbors,

On behalf of Councilmember Alexandra Henry Traut and Councilmember Matthew Bruin, we present the Borough Brief. This newsletter provides a clear recap of Borough Council meetings, with added context on what was discussed, why it matters, and what residents should keep an eye on next. It is intended to serve as an additional resource to help residents stay informed about what is happening in our town.

Each issue will break down key resolutions, ordinances, and other Borough business in simple and straightforward terms.

In addition, we will include a recurring segment called “Government Explained.” This section will take time to walk through different parts of the local government system and processes so residents can better understand how decisions are made and how Borough government functions.

Since the beginning of last year, we have been working to improve how the Borough communicates with residents. This includes advocating for live streamed meetings and a digitized monthly newsletter so information is easier to access and more timely. While we continue to push for these official improvements, this newsletter allows us to share updates, explain the process, and help keep residents and taxpayers informed in the meantime.

Because Council agendas are typically released only a few days before meetings, this update is designed to look back and connect the dots rather than speculate ahead. We will continue to explain the process, follow up on key decisions, and share what we can to keep you engaged and informed.

We are always open to suggestions and feedback on what residents would like to hear more about. This works best when it is a two way conversation. Government, Explained:

Government Explained is a recurring series where we take time to explain how local government works in simple terms. Each issue will focus on a different topic we believe will be helpful for residents, breaking down the process, roles, and decisions so it is easier to understand what is happening and why it matters. A lot of the questions we hear from residents come down to process. Why something happened when it did, why certain discussions aren’t public yet, or who is responsible for what. Understanding how local government works can help distinguish between a true lack of transparency and legal or procedural requirements that guide how and when decisions are made.

This Month’s Topic: Ordinance vs. Resolution

TL;DR: Ordinances create or change Borough law and require multiple steps and a public hearing, while resolutions handle routine or time-sensitive business and are usually adopted in a single meeting.

  • Ordinances are local laws. They typically change Borough code, set long-term policy, or establish rules that remain in effect until amended or repealed. Ordinances require an introduction, a public hearing, and a final vote before they’re adopted.

  • Resolutions address day-to-day business. They’re used to approve contracts, authorize spending, appoint professionals, or take formal action that doesn’t change Borough law. Resolutions are usually adopted in a single meeting.

  • Timing matters. Because ordinances require multiple steps and public notice, they often take longer to move through the process. Resolutions are designed to keep the Borough operating efficiently between meetings.

Public input differs. Ordinances always include a public hearing before adoption. Resolutions may allow for public comment, but they don’t require a formal hearing the way ordinances do.

The Breakdown is a recurring series where we explain important resolutions and ordinances that come before the Borough Council. Each issue will break down what was proposed, what was decided, why it matters, and what happens next in clear and straightforward terms.

RESOLUTION #038-2026: Shared Municipal Court Services

What happened: Council approved a five-year shared services agreement with Washington Township for municipal court services.

Why it matters: Shared services help control costs, improve efficiency, and ensure consistent court operations without each town duplicating resources.

What’s next: The agreement takes effect January 1, 2026 and will run through December 31, 2030, with court services continuing under the shared arrangement.

 

Resolution #040-2026: Recycling & Bulk Waste Contract

What it was: Council approved a resolution to reject all bids received for the Borough’s recycling and bulk waste (Type 13) collection contract after reviewing three proposals submitted in response to a public bid.

Why it matters: Two of the bids were deemed non-responsive because required legal and financial documents were missing, and one bid came in roughly 45% higher than the prior contract, exceeding cost estimates. Under New Jersey law, the Borough is required to reject bids that don’t meet specifications or are significantly over budget. This protects taxpayers and ensures contracts are awarded fairly and legally.

What happens next: The Borough will rebid the contract, with revisions intended to clarify and streamline the bid options. The current contract has been extended through March 31, 2026, so there will be no disruption to service in the meantime. Council will review the new proposals once they are received and presented at a future meeting.
